How To Apply for the Preliminary Administrative Services Credential (ASC)

Overview

Through the Principal Leadership Institute, you become eligible* to be recommended for the Administrative Services Credential (ASC) by the University of California, Berkeley. This is not automatic; you must apply for your credential by submitting the appropriate form(s) to the PLI program office.

*Student must complete all course work including Electronic Portfolio and Master's Project, and final grades must be posted to transcript. Failure to meet financial obligations to the University will result in an administrative block, preventing grades from being posted until the obligation is met.

Please note recent changes per the CTC Program Sponsor Alert 13-05, Proposed Regulation Changes for the Preliminary Administrative Services Credential Requirements and Implementation Timeline. Effective July 1, 2013: All administrative services candidates are required to have five years of teaching or services experience in schools and to hold an appropriate clear or life teaching or services prerequisite credential prior to being recommended for a Preliminary Administrative Services Credential.

Process:

  1. Complete application form(s) and submit to PLI program office.

  2. PLI submits your completed form(s) along with our Standards Certification form to the GSE's Credential Analyst.

  3. The GSE's Credential Analyst submits your online recommendation to the CTC at their earliest convenience.

  4. Immediately receive the e-mail recommendation message from CTC (see example).

  5. Before you proceed to CTC Online to complete your recommendation, PLEASE NOTE:

    • CTC Online is incompatible with the Apple Safari browser, including the iPad. (Mac users will need to install Mozilla Firefox or Google Chrome.) In addition, you will need to modify your browser to Always Allow Pop-ups from This Site to prevent problems in the payment process.

    • Renew your prerequisite credential if it expires within one year. (Access your information using the CTC's Educator Login.)

    • Be sure to complete the current recommendation under Recommends - DO NOT CREATE A NEW WEB APPLICATION!

  6. Answer the Professional Fitness questions.

  7. Complete the Oath and Affidavit.

  8. Submit payment online with credit/debit card.

  9. Receive the e-mail verification message from the CTC (see example). This can serve as official confirmation for your employer until your application is processed and your credential can be viewed online.

These forms may contain sensitive personal information such as your social security number and date of birth, and are not secure against interception across the Internet, so should you choose to send them via e-mail, you do so at your own risk. To protect your privacy you should send them by U.S. mail or hand-deliver to the PLI office.

Whichever administrative credential you are applying for, it is a dependent credential, meaning you must hold a valid prerequisite credential to be eligible. If your prerequisite credential expires in less than one year, you should renew it prior to completing your recommendation, as the ASC (Preliminary or Intern) will be synchronized to expire on the same date. You can easily renew your Clear Teaching Credential online. If your teaching credential is not a Clear, then you will need to clear it through the California institution that recommended you for the teaching credential or the district where you completed your Induction program.

Which Administrative Services Credential do I need?

  • I have not yet completed the PLI program, but I have been offered a paid administrative position requiring an Administrative Services Credential: Administrative Services Credential - Internship
  • I have completed the PLI program, and have been offered an administrative position: Administrative Services Credential - Preliminary (Tier I)
  • I have completed the PLI program, but am not yet moving into an administrative position: Administrative Services Credential - Certificate of Eligibility
  • I have completed the Leadership Support Program and have been working full-time for a minimum of two years in an administrative position while holding the Preliminary ASC: Administrative Services Credential - Clear (Tier II)

The Administrative Services Credential - Internship is for those who have not yet completed the PLI program, but who have been offered an administrative internship position requiring the ASC. This credential has a two-year limit, however it must be withdrawn once you are no longer enrolled in the program. It is district specific, so if you move to an administrative position in another district before you get your Preliminary ASC, you will need to apply for another Internship Credential for that district. Complete sections 1, 2 and 3 of the Request for On-Line Credential Recommendation. The GSE's Credential Analyst will need this information to begin your application. (This is a fillable PDF form so you can fill in the fields on your computer, print it, then sign and date.) Select ASC - Internship in Section 2.

Complete the Verification of Employment as an Administrator (CL-777) form (this is also a fillable PDF). This form must be signed and dated by your employer (superintendent, assistant superintendent, director of personnel, or director of human resources). (See "Tentative Plan" instructions.)

The Administrative Services Credential - Preliminary (Tier I) is for those who have completed the PLI program, and have been offered an administrative position requiring the ASC. This credential expires after five years, during which time you must become eligible for the Clear Administrative Services Credential (Tier II). See CTC leaflet CL-574C for more information.

  1. Complete sections 1 and 2 of the Request for On-Line Credential Recommendation. The GSE's Credential Analyst will need this information to begin your application. (This is a fillable PDF form so you can fill in the fields on your computer, print it, then sign and date.) Select ASC - Preliminary in Section 2.

  2. Complete the Verification of Employment as an Administrator (CL-777) form (this is also a fillable PDF form). This form must be signed and dated by your employer (superintendent, assistant superintendent, director of personnel, or director of human resources). (See "Tentative Plan" instructions.)

The Administrative Services Credential - Certificate of Eligibility is for those who have completed the PLI program, but are not yet working in an administrative position requiring the ASC. The purpose of the certificate is to "lock in" your Standards Certification earned through the PLI program, so should the CTC Standards change you will still be eligible for your Preliminary ASC when the time comes to apply. The Certificate does not expire.

The Administrative Services Credential - Clear (Tier II) is for those who have completed the Leadership Support Program, and have been working in a full-time administrative position for a minimum of two years while holding the Preliminary ASC (experience under an Internship ASC does not count!). See CTC leaflet CL-574C for more information.

  1. Complete sections 1 and 2 of the Request for On-Line Credential Recommendation. The GSE's Credential Analyst will need this information to begin your application. (This is a fillable PDF form so you can fill in the fields on your computer, print it, then sign and date.) Select ASC - Clear (Tier II) in Section 2.

  2. Obtain Verification of Experience letter(s), one for each position. Letters must be printed on district or employing agency letterhead and signed by the superintendent, assistant superintendent, director of personnel, or director of human resources. They must also include the dates of employment. We will need the original, hard copy of each letter with a wet signature. You must have completed a minimum of two years full-time employment as an administrator while holding the Preliminary ASC.

We will submit your completed form(s) along with our Standards Certification form to the GSE's Credential Analyst, who will then submit your recommendation on-line at their earliest convenience.

Once you have been recommended on-line, you will immediately receive the CTC Notice - Recommendation for New Document message via e-mail with instructions on how to proceed, including answering the Professional Fitness questions, completing the Oath and Affidavit, on-line payment of the current processing fee , and finally printing your credential .

Note: Spam filters in many e-mail clients may block messages from the CTC. Be sure to periodically check your "Spam" or "Junk" mailboxes or folders to make sure you receive and respond to the Commission's message.

What's Next?

For those holding an Administrative Internship Credential: You will need to apply for the Preliminary ASC or Certificate of Eligibility through the GSE immediately upon completing the PLI program. Your internship will be withdrawn once you are no longer enrolled in the program.

For those holding a Preliminary ASC: Your next step is to become eligible for the Clear Administrative Services Credential (Tier II)which can be earned by completing our Leadership Support Program. Please see the CTC leaflet CL-574C for information on other ways to obtain the Clear ASC.

For those holding a Certificate of Eligibility: When you are ready to move into an administrative position that requires the ASC, you must apply directly to the CTC (or through your district) for your Preliminary ASC (see Authorization Description » Certificate of Eligibility).

Administrative Services Credential - Internship

Authorization Description
This credential authorizes the holder to provide the following services in grades twelve and below, including preschool, and in classes organized primarily for adults: develop, coordinate, and assess instructional programs; evaluate certificated and classified personnel; provide students discipline, including but not limited to suspension and expulsion; provide certificated and classified employees discipline, including but not limited to suspension, dismissal, and reinstatement; supervise certificated and classified personnel; manage school site, district, or county level fiscal services; recruit, employ, and assign certificated and classified personnel; and develop, coordinate, and supervise student support services including but not limited to extracurricular activities, pupil personnel services, health services, library services, and technology support services.

Renewal Description
This internship credential may not be renewed. To continue to serve in a position authorized by this credential, the holder must receive a formal recommendation from the supervising college or university for the preliminary or clear credential which authorizes this service.

Administrative Services Credential - Preliminary

Authorization Description
This credential authorizes the holder to provide the following services in grades twelve and below, including preschool, and in classes organized primarily for adults: develop, coordinate, and assess instructional programs; evaluate certificated and classified personnel; provide students discipline, including but not limited to suspension and expulsion; provide certificated and classified employees discipline, including but not limited to suspension, dismissal, and reinstatement; supervise certificated and classified personnel; manage school site, district, or county level fiscal services; recruit, employ, and assign certificated and classified personnel; and develop, coordinate, and supervise student support services including but not limited to extracurricular activities, pupil personnel services, health services, library services, and technology support services.

Renewal Description
The term of this credential is limited by the term of the prerequisite credential. To renew this credential for the remainder of the five-year preliminary period allowed by law, the holder must renew the prerequisite credential. During the five-year preliminary period of this credential, the holder must complete two years of successful experience in a full-time administrative position in a public school or a private school of equivalent status and must maintain his or her valid prerequisite credential. In addition, the holder must complete one of the following options: (1) obtain the recommendation of a college or university verifying completion of a Commission-approved individualized program of advanced preparation designed in cooperation with the employing agency and the college or university; or (2) verify completion of Modules 1, 2, and 3 of a California State Board of Education-approved AB 75 Principal Training Program or AB 430 Administrator Training Program; or (3) meet a Mastery of Fieldwork Performance Standards through a Commission-approved program and obtain the recommendation from the college or university that conducted the evaluation; or (4) complete a Commission-approved alternative program based on Commission-adopted guidelines resulting in the online recommendation from the program sponsor.

Administrative Services Credential - Certificate of Eligibility

Authorization Description
The holder of this Certificate of Eligibility has completed the college or university program and all other requirements for the preliminary Administrative Services Credential and is authorized to seek employment in an administrative position. The preliminary credential will be issued if the holder maintains his or her valid prerequisite credential and submits (1) verification of employment in an administrative position on a form provided by the Commission , and (2) anapplication form and appropriate fee to the Commission on Teacher Credentialing. The fee for the preliminary credential has been established at one-half of the application fee in effect at the time the application is submitted.

Administrative Services Credential - Clear

Authorization Description
This credential authorizes the holder to provide the following services in grades twelve and below, including preschool, and in classes organized primarily for adults: develop, coordinate, and assess instructional programs; evaluate certificated and classified personnel; provide students discipline, including but not limited to suspension and expulsion; provide certificated and classified employees discipline, including but not limited to suspension, dismissal, and reinstatement; supervise certificated and classified personnel; manage school site, district, or county level fiscal services; recruit, employ, and assign certificated and classified personnel; and develop, coordinate, and supervise student support services including but not limited to extracurricular activities, pupil personnel services, health services, library services, and technology support services.

Renewal Description
The term of this credential is limited by the term of the prerequisite credential. To renew this credential, the holder must also renew the prerequisite credential.
To renew this credential, the holder needs to submit only an application and fee to the Commission no earlier than 12 months before the expiration date. The renewal period is five years.

Administrative Experience
Two years of successful experience in a full-time administrative position in a California public school, nonpublic school, or private school of equivalent status, while holding the Preliminary Administrative Services Credential. Verification of experience must be on the district or employing agency letterhead and signed by the superintendent, assistant superintendent, director of personnel, or director of human resources. School or district personnel other than the applicant must verify all experience.

Experience
Three Five years of successful, full-time experience in a public school, nonpublic school, or private school of equivalent status. This experience may be teaching, pupil personnel work, librarianship, health services, or clinical or rehabilitative services. Substitute or part-time service does not apply.

Full-Time Service
Full-time service means service for at least a minimum of four hours per day for three-fourths of the total days in the school year. Substitute or part-time service does not apply.

Valid Prerequisite Credential
For the purposes of an Administrative Services Credential, a prerequisite credential is defined as:

  • A valid California teaching credential requiring a bachelor’s degree and a program of professional preparation, including student teaching; or

  • A valid California Designated Subjects Teaching Credential, provided the holder also possesses a bachelor’s or higher degree from a regionally-accredited college or university or

  • A valid California Pupil Personnel Services Credential, Teacher Librarian Services Credential, Speech-Language Pathology Services Credential, Clinical or Rehabilitative Services Credential, or a School Nurse Services Credential (Clear or Professional Clear level only), requiring a bachelor’s degree and a program of professional preparation, including field practice or the equivalent.

  • Holders of the Preliminary School Nurse Services Credential or any of the other Health Services Credentials, such as the school physician, dentist, dental hygienist, optometrist, clinical psychologist, and psychiatric social worker, do not meet this requirement.

Valid Preliminary Administrative Services Credential
For the purposes of the Administrative Services Credential, the term “valid” means that the holder met the requirements to have held the preliminary credential which afforded the individual the opportunity to gain the necessary experience and to complete academic requirements to earn the clear credential. It does not mean that the document must be active date-wise when applying for the clear credential.
